On June 28^th, 2010 the first meeting of the group of experts on the project «Development of a system to provide support services for handicapped children and their families» was held.

There were 5 experts at the meeting:

 1. Titova E. G.— Chairperson of the NGO «BelAPDI and MI»

 2. Martusevich T. K.— representative of the Ministry of Health

 3. Drozd L. G.— Director of CKROiR of Partisan District

 4. Komlik E. M.— Sec. Specialist of the Ministry of Labor and Social Protection

 5. Gorchakova A. G.— Director of the PCO «BCH»

The meeting was held at the Belarusian Children's Hospice, village Borovlyani, Berezovaya rosha str. 100a.

Purpose of the meeting: to make an action plan of the expert commission on advocacy activities service «social hospitalization» with the bounds of the project «Development of a system to provide support services for handicapped children and their families»

During the discussions of this question the experts identified a number of issues that should be taken into account during the project development of the normative document:

- Analyze the quality and diversity of services provided by the present stage to families raising a handicapped child

- The result of the expert's discussion — the creation of the normative document on the service «social hospitalization» for inclusion it in the list of services for people with disabilities

- Justification of the concept of «social hospitalization»

- On the basis of any government or public organizations this service can be developed:

• disabled children — from 0 to 3 years old — Children's Home
• disabled people — from 3 to 18 — CKROiR
• young disabled from 18 and older — Regional Centers of the Social Security

- The need for a common base of the Ministries of personified accounting of families with handicapped children

- Selection criteria of handicapped children and people with disabilities who can use «social hospitalization» — justification family's needs

- To calculate the economic effect of the introduction of the service «social hospitalization»

Resolved:

• 1. Assign responsibility for the development of each issue
• 2. The next meeting of the expert committee scheduled for the September 21^st.
